I wrote the scammer back with a brief message expressing interest, and I received the reply below.

The phone number that was sent, (+44) 703-593-2679, is a “redirect” number, which means that any calls made to that number can be redirected to any telephone in any country in the world. These +44-70… numbers or +44 (0) 70… numbers are typically used by scammers.
