Shipping Out Of Cameroon

I have been contacted by an official of EMS the contact information is below. At the beginning of sending a parcel from Cameroon to the USA I was contacted and informed that I need a PIS inspection and the fee for $1,150.00 of which $1,100.00 would be refunded. The parcel arrived in Houston TX and again I was informed that Customs is scrutinizing the parcel and I need to provide a license/permit for a fee of $1,580.00 of which $1,500.00 would be refunded upon delivery of the parcel. I am a US citizen and my experience with FEDEX, UPS, DHL and even the USPS have never encountered these requests for large fees for Inspection and Customs permits with the promise of refunds upon delivery. It all smells very fishy when the contents of the parcel is valued at under $300.00. Has anyoneelse encountered these same tactics with EMS of Cameroon, or corresponded with Mr. Jean Noel Carr, Head of the EMS Insurance Dept? The logos and such are below. I have gone through with the first part of the transactions (Stupid Me!), but have put the "brakes on" and refused to pay the second $1,580.00 reqest for fees and refundable deposit. In the end the deposits that are reportedly refunded total $2,600 for a parcel that has a FMV of less than $300.00. I stinks to high heaven doesn't it? Comments are invited.
