cameroon exporters/legalize an agreement for lc

hi we are buyer from india
we found seller from cameroon they provaid cif on any indian port and with L/C payment terms
but they said befor shipment we need to legalize an agreement with cameroon chamber of commerce.
Now my question is really necessary to legalize the contract?
if yes how much will it cost?
