is this a scam?

have the balance of the fee paid. You have to trust me as i would not
want you to be in the dark that is why i will help you pay this fee
otherwise, i would have been able to neglect this transaction due to
your stubbornness and process the refund of your money and have it
transferred to you on Thursday.

I have made my promises, and that i have genuine intention of keeping.

If you do not trust the bank, you can decide to have the loan funds
transferred via western union and it shall be done it's as simple as
that. then you will have to pay for the western union transfer cost.

I will personally advice you as my sister to prepare the 100 euro,
since i have decided to help you with the rest.
