This is a bunch of fraudsters operating from Madrid. Name and contact info is:

This outfit basically gives you very quick approval of a commercial loan (Any amount) and demands about 13,000 for an arrangement fee. Once paid, you get confirmation of the loan in the form of two documents. One is supposed to be from the Central Bank Of Spain confirming that the loan has been deposited and will be cleared upon payment of a government clearance fee (124,070.19) The other is an official looking form supposedly from the the Spanish Finance Ministry which basically certifies that the clearance fee is some sort of obscure tax assessment that has to be paid.
Frauds using Spanish documentation are actually quite easy to spot. The letter purporting to be from the Central Bank of Spain bears a notary seal, and is written in the English Language - This just wouldn't happen in Spain. Firstly, the Central Bank don't get involved in any commercial transactions with members of the public. Secondly, a document can only have a notarial seal if it is an agreement between two or more parties, and both must be present in the notary's office at the time of signing. Lastly, any formal documentation (particularly documents for notarisation) have to be in the Spanish Language.
The Ministry of Finance document is also a real give-away- Its clearly some sort of standard tax form for non-residents (printed in Spanish) but it's filled out by the fraudsters in English - again, this just wouldn't happen in a genuine case.
The money demanded has to be paid to a private bank account (the authorised agent for tax collection), after which the loan will be released to the borrower's nominated bank account.
The Central Bank and the Ministry of finance have both stated that the documents are fraudulent, and are mainly used in 401 scams out of Nigeria. This appears to be a rare case where the forms have been used as part of a commercial loan scam by people in Spain.
