Investigating a Scam. - *FRAUD* www.united-oec.de.tl *FRAUD*

Okay, I found this useful website then decided to share my problem with you guys.. My mom is a really good looking women, she loves internet and loves to find dates on internet (Its cool since I got a bit of freedom), she finds a guy from "UK" called Steve Joe, who tells her inmediatly he falls in love, he never felt this, that, bla bla bla.. That "Guy" ( Cause I still dont understand if he's real or not ) Tells my mom he will come to Venezuela, but he most go to Canada.. And he sends her "Some stuff" which includes money to pay him the Hotel, jewelry, etc.. He sends me the Website which is www.united-oec.de.tl at first look, as my career has given me some experience.. I notice that the website has a HORRIBLY design, and its probably a Scam website because it hasn't .com,.org.. So ok he gave her some login/password thing to check in the "Process" of the package.. when I look at it its REALLY strange that the places the "package" go its really dumb, its suposse to come to Venezuela but instead it goes thru Asia, Europe then comes.. Well at the end my question and probably Im open minded to the comments is.. Is this Guy real? Why he keeps talking my mom? He isn't a scammer cause she isn't giving him money, or asking her for adresses.. What do u guys think? Also too if someone lives near those "Directions" are them real? is there a real place? OR what is that direction? Thanks
