It is amazing how criminals will try absolutely anything to get their hands on your money, and even one of the most obviously illegal methods is no obstacle for the dumb criminal.
What follows would be laughable if it had been created as a joke. Anyone falling for such an obvious fraud really does need to have a mental evaluation and placed into a 'special' ward for 'special' people. ;)
I have seen some really dumb scams in my time, but this one (seemingly a step up from the equally dumb Black Money scam), has to take the award for "Dumbest and Most Obvious Fraud of the Decade".
